Does any one know of a software that works like Visual
SourceSafe 6.0c but with Excel? Or, any 3rd party software that
would track changes (who, when, old value, new value, why
change) for Excell?

Considered using built in functionality but concern that it wouldn't
pass corporate audit standards (user could disable it, or alter
tracking history).

Any links to vendors would be helpful.
