Default I can not get out of the desing mode

When I try to get out of the desing mode I got this message " Macros on this project are disable, go to the help to enable macros", I saw some excel files that ask you if you want enable macros or not, but my file it doesn't ask for it, I can't find how enable macros on a open file

Default I can not get out of the desing mode

If you security is set to high, excel will disable macros without prompting.
Set your security to medium.
