Default Excel 2003 Activex

Just upgraded to Office2003. I have activeX controls
embedded on a new 2003 worksheet. Whenever I open the
file Excel pops up warning about activeX security. No
matter how low I set macro security this message wont go
away. I'm sure I could programatically disable excel
messages, but this seems a sloppy solution. Have I missed
something? I swear I checked every tab in the monstrosity
excel calls an options dialog box...lol
