Default "Assign Macro" is gone from menu

I've placed a command button on my worksheet and I want to assign
macro to it, but the menu on the "right click" popup window does no
have the "assign menu" on it like it says in Help.

How do I assign a macro to my command button? Did I do something whil
messing around in the Control Toolbar to disable that
