Default Cell Color Change

Is it possible to change the background color of the cell
without using VBA or Conditional Formatting. I'm working
on something where I can't use either and need to use some
type of formula.
i.e if(A1 = 56, color = red, )

Default Cell Color Change

Only manually. You could use normal cell formatting to
change the font if you only have one test. But for what
you want C.F. sounds like your best choice.
