Default VLOOKUP Issue

I have a value that is a numeric but the vlookup needs a text value of the
number. Any ideas on how to get the VLOOKUP to work with this?

Default VLOOKUP Issue

=VLOOKUP(TEXT(value,"000"), lookup_range,2,FALSE)

change the TEXT format to suit.
