Default control in excel 2000 does not work any more under excel 2003

Some control (button, etc) in my Excel 2000 file does not
work under Excel 2003.
When opening under excel 2003, the button in the
spreadsheet is shown with "white" color (and under excel
2000, that color was gray), and I can't click that
control. If I change to design mode and click right mouse
button on that button control to view control's property,
no property is shown.
More strange thing is, I cannot add any control in control
tool bar. Only error message, "Cannot insert control (I
use localized korean excel 2003 so that error message may
be different from english edition.)" is shown.
Other controls have no problem inserting. I think I have a
problem for "Microsoft Forms 2.0" classes. I've
installed .Net framework. Can it be the cause of problem?
