I want to write a query where the field a has a criteria

When you run the query to test it you will be asked for a value.
After the results have been returned to Excel, select a cell in the
results table and use Data / get External Data / Parameters

You should get a dialog which enables you to associate A1 with the
parameter. In recent versions of Excel you can make the query update
automatically when the relevant cell is changed.
