How are these types of forms developed?

Yes, such a form could be made as a VBA userform. Basically, it is a form
containing a Multipage control to provide the tabbed interface, and a
variety of basic controls on each of the pages of the Multipage.

It could be done in Excel (or other office application) with a userform,
using a multipage control as the primary control.
