Default Macros stripped out of a file

I have prepared a complex Excel application template with
quite a bit of code to automate procedures. 2 out of 30
users have the problem that the macros seem to be either
stripped out or disabled/invisible despite having Macro
Security set to Low.
Can anyone help with this problem?

Default Macros stripped out of a file

In Office XP it was possible to install Excel without macros. Is the VBE
available on the problem machines?
