Default Download messages to outlook express

Maybe - go to a command prompt and type the following:

telnet msnews.microsoft.com 119

If you are able to establish a connection, then 119 is open. If not, I
would guess your admins don't allow you to use port 119.

Try pinging or tracert the server. It could be an internet problem.
