Default how to wrap "blocked text"?..

example: (refer help14.xls)
//if the hyperlink does not work,
//TYPE(NOT CLICK) this url DIRECTLY IN THE BROWSER :

how to wrap ALL "BLOCKED" texts (like those in the attachment)
in a range (eg. A1:C100)where only SOME cells contain "blocked text"?
(WITHOUT affecting the width of that column)

details pls refer to attachment.
