Default XL Query. Urgent Please help.

Requirement:
1) We have 12 users using XL sheets to enter data. All 12 users have
their own format. We need to capture the input from only a few
columns(present in all the 12 sheets in different locations) and export
the same as a CSV format.
2) This CSV format has to be stored in a standard location with a
standard name.
3) The application ,if possible, should be pop up a web page (send a
request to a servlet with the XL file location), the user can click a
button on the resulting page and send the file to the server.

I would a solution for each or all of the above as a single one. Please
give any pointers you can.
