Default Un-usable Icons

I have a workbook with several works sheets. The
Worksheets are protected with a Pasword and when the
Workbook is place on another computer the Border,
Merge&Center, and Fromula Icons all are not available as
well as Drawing Tool bar.

Some Cells are Locked and the Unlocked might as well be
locked without full menu availability

Can this be fixed and how!

You need to unprotect the worksheets to get full functionality.
