API call to check other program is idle

Rather than using Application.Wait to delay a fixed amount at each command (which would be very efficient since the macro will be used on fast and slow machines) I'd like to use an API call to check if QMF has finished the command, i.e. to see if it is idle (or the whole system is idle). Does anyone have such a routine?
