Default Unwanted debug windows

I send my excel files through e-mail to other peoples.
On opening files, he choose "Enable Macro" and "Do not update".
This is the way we should choose.
But his excel files pop up visual basic editor for debugging.
Everyone has no problem.
1. How can I turn off visual basic editor
2. Any idea why only he has a problem?
