Default compulsory/madatory cell

is there a way to make sure that a user fills in all cells in a row, if for
example a1 has been populated? - with data validation you can choose not
ignore blank cell, but the inputs into can simply be overlooked!

thanks in advance!

I know of no regular feature in Excel to do that, but I have home-brewed a
scheme in the past that used Conditional Formatting to color cells red until
they have data entered in them...........
