Default "limit row count"

There is 65536 rows in excel as default i want decrease the default row's
count.
Please tell me how can i do this?
As in column?

You can't, you get no more, no less. You could hide all rows beyond your
data (FormatRowHide).

There's no way, other that to get a copy of Excel 12, which has just
been released in beta. Excel 12 has over a million rows and over
16,000 columns.
