Default cursor focus in excel

On one of my office computers, attempting to move the cursor from one cell to
another results in scrolling the entire sheet rather than changing cells.
There must be some sort of setting somewhere that got changed but damned if I
can find it.

Default cursor focus in excel

I think that the Scroll Lock has been turned on. Find and press the Scroll
Lock button on the keyboard and this should sort it out.
