Default Excel does not open a basic worksheet

When I launch Excel, It seems to be in some strange mode that won't allow me
to navigate from one cell to the next. Once I click on any cell in the
worksheet, my mouse is no longer able to access any of the basic window drop
downs such as File, Edit, View, Toolbars etc. How do I get Excel out of this
mode?
