Default Refresh Pivot in Locked Sheet?

I have made a template for other people to use.

They are allowed to refresh a pivot table and do some other
modifications.
However as soon as I lock & protect any part of the sheet, the option
to refresh the pivot disappears.

Is there a way to lock&protect a sheet and allow pivot refreshs?
