Default Excel 2003 memory issue

The error message that I get is "Excel cannot complete this task with
available resources. Choose less data or close other applications."

I am currently using excel 2003 sp2 and I have 2gb of ram running on
win xp pro. When I use the Info(memused) function it gives 55,150,480
and the Info(memavail)function gives 1,048576. I get this message when
I attempt to insert another sheet into the workbook. After hours of
reading I still cannot solve the problem and it seems that it is a
memory issue. From what I have read excel 2003 should use 1gb of
memory. I cant figure out why my excel is only using appx 55 Mb.
Any help would be greatly appreciated
