Default Retain Task Pane

When I start up Excel, the task pane is viewable but then disappears once it
completes its start up. How can I stop it from disappearing?

Default Retain Task Pane

I recall reading that when PERSONAL.XLS opens (it is generally hidden), the
task pane closes.
This is also what I see with XL2003
