Default Created Date does not generate correctly

I open an existing Excel 2003 spreadsheet say from c:\temp and modify it and
save it in d:\temp the created date in properties displays the date&time it
was saved. If I open the same document from c:\temp and modify it and do a
SaveAs to d:\temp using the same name as the document already there it does
not change the Created Date.

I have been able to do a SaveAs on a 2000 version and it will change the
created date to be when it was savedAs on a couple of Laptops running 2000
but on desktops running 2000 & XP as well as XP laptops it does not change
the created date to "now". Am I missing something?

Any help would be appreciated as this has been an issue for a while now.
