Default Excel macro settings change back to low

I am trying to set Excel Macro Security to High...I follow the steps below.

On the Tools menu, click Options.
Click the Security tab.
Under Macro Security, click Macro Security.
Click the Security Level tab, and then select the security level you want to
use

However, when I open Excel after changing to High...It has reverted back to
low. Any ideas as to why and how to keep the High setting?

Default Excel macro settings change back to low

This is a setting that is kept in the windows registry.

Maybe you don't have the authority to write to the registry?
