Default Number in cell appears to be 10000 times too small

Whenever I type a number into a cell, it divides it self by 10,000. I can
enter the number as text and it works. No amount of formatting has solved the
problem. What is wrong?

at the top menu

goto tools=options==edit
uncheck fixed decimal
