Excel should have when.. if, where..if,if..then..else with range

try
=ADDRESS(MATCH(MIN(A:A),A:A,0),1)

Which will display a value of 3 (3rd row)

You can convert this in to a complete cell address if you want by:
="A"&MATCH(MIN(A1:A5),A1:A5,0)
Which will display a value of A3
