Default Blank cell calculation

Is there a setting in excel that will make it so that calculation of a
formula that refers to a blank cell will not be performed, or an error (N\A
or something) will be returned? I am aware of several options regarding
formulas to achieve this. I was sure there was a setting. But I cannot find
it.

Not aware of any Excel setting that will prevent calculation of a blank cell.

As you note, there are formulaic options to hide errors in calculations where
missing data occurs.
