How do I format a worksheet so that the "borders" of each individual
cell are not shown? I just want a plain background.

On the menu click Tools Options, and on the View tab de-select the
"Gridlines" checkbox.

Assuming grid lines you can not use format unless you use fill colour but
you can do

toolsoptionsview and uncheck gridlines
