Default Displaying Formula Results in Cell

I have a very strange problem, in certain cells, the formula displays and not
the result. No, I do not have 'display formula' turned as other cells are
operating correctly.
Here is a very simple example, I am copying the cell data above and the
first two cells show the formula and the next the result. If I replace '+B8'
with, say, =Proper(B8), I still only see the formula.

Any help greatly appreciated.
