Default Password Protect


Is there a way to password protect a row of cells once somebody has
saved them. I am creating a share file and I don't want people going
back and changing information once they have entered it. I am creating
a tracking form to monitor performance and I don't want people to be
able to go back and change what they had previously entered to make
their performance look better than it actually was. Any suggestions on
this?
