Default "File Format Not Valid" When Starting Excel. Error Code 0D3F6000

When I start XL 2003, I get the error message "File Format Not Valid" When
Starting Excel. Error Code 0D3F6000

I tried repairing the software, using the repair function in Office 2003. I
have uninstalled the software, rebooted the computer, and reinstalled the
software. I continue to get the same error message. I've even googled for
the problem, without success.

I have searched the Microsoft databases for anything on this. Most of the
error messages from MS govern problems in working software.
