Default Updating Excel sheets with a file download?

I have an ever changing spreadsheet, and I would like to be able to have
it check for updates when a user loads the file (if connection is
available). If there is, it will download a .txt file from a server and
update the values in the spreadsheet. I'm lost on how I would do this
though, is it as difficult as it seems?

I'm sure it's possible through VB, can anyone provide some sample code
on how I would do this? (or links)

thanks :)
