Default conditionally lock cells?

Is there a way to conditionally lock cells?
For example, can I prevent someone from filling in B3, C3, etc unless they
put a valid employee name in A3?

Absolutely - You are going to use Visual Basic for Applications. This comes
with Microsoft Office, but is not necessarily installed, so keep in mind you
might need the installation disk to install VBA or programming support for
excel. Let me get back to you within a half hour or so, and I'll have the
code written for you and I'll walk you through using VBA in Excel to get it
working for you. In the mean time, let me know if you have any other
questions.
