A cell starting with a zero, four spaces and a range of years (i.e,
2003-2004 or 2001-2003) is the first cell in a 'block'. For example:

This first cell of the first 'block' contains: 0 2003-2004
The first cell of the second 'block' contains: 0 2001-2002

Each 'block' contains either 7 or 8 cells.

I need to transpose each 'block'. But how do I handle the varying
number of cells in each 'block'?
