Changing a template in excel
 
I'm trying to change the margins on an excel workbook template that was
downloaded from the web. It won't let me change anything? Is this possible to
do?

Is the sheet protected? Look in tools, protection.

Is it stored as a template?

If so, try saving a copy of the file to your desktop, make your changes
in that file, then save the file back as a template overriding the
original already there.

If not, it's probably password protected. Some files that I have
downloaded from Microsoft only require you to hit enter when
unprotecting the file.

As Keith said, the fact that it's protected does NOT mean there's a
password. Just hit Enter while leaving the password blank. I set up sheets
this way all the time, just to protect them from ME. :-)
