Default Active X Error message

Each time I open Excel (even if I am not actually opening an existing file),
I have to say that I will accept Active X controls. How do I stop this?

Also, even though I keep turning off the Task Pane (customize toolbars), it
turns up each time I turn on Excel. Anyone know how to solve these 2
problems?
