Default How do I disable the On-line HELP feature?

Every time I try to use any HELP tab, system opens a new window called
"Microsoft Internet Explorer," with two panes. The left side is the familar
window with the Contents/Index/Search tabs and the right side showing the
window you see when surfing the internet and a site is not there, "action
canceled, internet explorer was unable to link to the web page you
requested...."
How do I swith back to using the help files already stored on my
computer?? Thank you in advance, John.
