Default What is a circular reference $B$11 and how do I delete it?

Each time I open an excel file the circular reference screen pops up. It
references cell $B$11. What is it and how do I correct or remove it?

From the help file:-

When a formula refers back to its own cell, either directly or indirectly,
it is called a circular reference.

Check to see if cell B11 contains a formula, and if it does, see if the
formula references B11.

A circular reference is a formula reference that references itself as part
of the calculation.

If you have trouble finding the circular reference, maybe Stephen Bullen's
utility will help:

Look for FindCirc.zip
