Default Comparing Data

I have the following data.

A B C D E
1 0.45 1.5 1.8 24.5 19
2 0.40 1.5 1.4 28 37
3 0.15 1.5 1.0 25 34
4 0.40 1.5 1.4 28 37
5 0.40 1.5 1.5 37 47
6 0.45 1.5 2.0 35 48
7 0.45 1.5 2.0 35 48
8 0.35 1.5 1.0 26 33
9 0.05 1.5 0.5 26 40
10 0.44 1.7 1.06 26.37 35.24
11 0.438 1.03 1.6 35.21 44.78
12 0.088 0.09 0.07 21.87 54.79

I would like to select 1 row from rows 10, 11 or 12.

I would then select 2 rows from rows 1 to row 9.

From the three rows selected I would like the cells in row 11 for example to
be compared with row 3 and row 5.

If the value in Cell 11A is equal to or greater than the lower value in Cell
3A and 5A, cells 3A and 5A go green.

If the value in Cell 11A is equal to or less than the upper value in Cell 3A
and 5A, cells 3A and 5A go green.

If the value in Cell 11A is below the lower value in Cell 3A and 5A, cells
3A and 5A go red.

If the value in Cell 11A is above the upper value in Cell 3A and 5A, cells
3A and 5A go red.

My experience with Excel is very limited so a step by step approach would be
appreciated.
