Default How to set default font color.

in Excel 2003, the setting of the fill color on formatting toolbar is

normally saved between sessions. when I set a cell fill to light yellow,
and

blue font, the setting is maintained while I am using Excel. When I exit,

and then re-invoke Excel, the fill colour on the formatting toolbar is
always

set to yellow (not light yellow). also the font color is set to red. Is
there a way to

set this to blue and stay blue, the next time excel is opened ?
