Default Dropping the cell in the empty cell by formula

Hi,

I need help with the project below. I wanted to move only the date in
to the Column A and if the data in the second column is empty then use
the date from previous cell. For example, B14 is empty so I want to use
the date which is in the cell B10. I have about 40,000 records like this
I need some easy fix to do this.

Please if anyone could help me with if there is some kind formula to
generate the output as I have it below. If you copy the text file in
the excel it will come up as I have it.

Any help can be appreciated. Thank you.
