How do I make the top row of a spreadsheet a "nn-scrolling" header row?

Andrew, select A2 and then window, freeze panes

Select cell A2 and choose Window/Freeze Panes

What about freezing the left column, so that it is always visible as I
scroll to the right?

Default Static Header Row

Unfreeze the panes then select B2 and Window | Freeze panes again -
this will freeze row 1 and column A.
