Default my arrow keys don't work.

I accidentally hit several keys simultaneously, and now the 4 arrow keys next
to the key pad no longer scroll from cell to cell in Excel. They work in Word
and Publisher, however.

How can I get the arrow keys to allow scrolling in Excel again?

Turn off the Scroll Lock (check the keys near NumLock)
