Default How do I lock a worksheet while allowing users to add comments?

Hi,
I'm creating a budget system for several departments that will link
together. I need the users to be able to enter data, but not change the form
of the sheet -- which I figure out. The trouble is that the users also need
to be able to enter comments in the individual cells, and I can't seem to
find a way to unlock that function. I'm using Excel 2003. Any help would be
appreciated!

When you protect the sheet, make sure you allow the user to edit objects.
