Default Time question

when the user inputs data into cell C8 I want the current time to be
displayed in cell D8, and remain there without changing value, so if the user
inputs the number1 into cell C8 the time 17:00 is shown in cell D8, and from
that moment on it does not change.

Can this be done, if so any ideas??

Thanks

It can be done using circular reference or code
