Default Formatting based on other cells

I want to have a cell turn red font (Conditional Formatting)
I want cell cells in column H to turn red if they are not between two different Cel columns j9 .& k9. I would also like Column P to read pass / fail on either this condition or N9... < O9....
I have attached the sheet here
