How to use Excel formula to count the item and generate the 'LineNo'
column and the result look like the following:

LineNo Item Location
0 A101 L01
1 A101 L02
2 A101 L03
0 B100 L01
0 C111 L02
1 C111 L03
2 C111 L05
3 C111 L08

=IF(B2<B1,0,A1+1)
in what looks like your cell A2;
and copy down
