Default How many pieces of trim molding to order?

I am a home builder and would like to create a formula to simplify / optimize the ordering of trim materials. The following is an example for base molding:

Base Molding Length = 16'

Wall Lengths In House That Need Base Molding (in feet) = 2, 24, 5, 12, 8, 17, 35, 5, 4, 4, 3, 7, 4, 12, (etc, etc, this list of pieces in one of our houses is quite long)

Rules:

- Other than walls longer than 16' all wall sections will be full pieces.
- The formula should calculate the number of 16' trim pieces I need to order that produces the least amount of waste. To do this the formula must scan all room wall pieces and then fit them into 16' lengths of trim in the most optimal way.
