Default If+concatenate

I Want One Formula To Get The Result In The Coloum "f" Of The Attached Sample Sheet.
The Required Result I M Getting But Through Two Formula As Shown In The Coloum "d" And Finaly Th. The Formula And Result Shown In Coloum "e".
Kinldy Suggest That Can I Have A Single Formula To Get The Result As Per Col. "f' Instead Of Two Formula.
